Manufacturing canons by John Henry Foley, R. A. (1818-1874). Bronze. Located on the base of Sidney Herbert portion of the memorial at the junction of Lower Regent Street and Pall Mall, London. Although industrial might, particularly that involved in producing weaponry, had been important at least as early as Venice's Arsenale, celebrating it on a war memorial seems somewhat novel and demonstrates the extent to which the Victorians began the kind of warfare that scarred the twentieth century. The American Civil War, which so quickly followed the Crimean, was of course the first in which one side's industrial superiority proved the deciding factory in a major conflict.
