The cartoon comments upon Irish-American support for the Fenians by mockingly pointing to the fact that Jonathan (the United States) has proclaimed the Monroe Doctrine of non-interference yet is itself so enslaved by the Irish vote that it permits interference in the U. K.'s affairs.
