Bull (bewildered): — “Which is vice, and which is virtue?”

The figure at the John Bull’s right (our left) seems to be Disraeli while the figure on the other side could be either Lord Palmerston or Lord Derby, both of whom had the kind of sideburns depicted in the cartoon. Since Palmerston was an opponent of Disraeli’s Tories, he seems more likely.
