The observatory's own site explains: "The historic Ladd Observatory opened in 1891 under the direction of Prof. Winslow Upton. A regular program of transit observations and time keeping was started in 1893. Prof. Charles Smiley, famous for his observations of solar eclipses, became director of Ladd Observatory in 1938. Dean David Targan is the current director. . . . The construction of Brown University's observatory began in May 1890. The building opened on October 21st, 1891. The observatory is dedicated to benefactor Herbert W. Ladd, Governor of Rhode Island from 1889-90 and 1891-92."
