The forces supposed caged and controlled by Gladstone, who is depicted as a train conductor, relate to the Irish land question — the Land League, rent strikes, and what the cartoonist takes to be obstruction. Despite the cartoonist’s obvious hostility to the reforms that solved the worst effects of absentee landlords upon their poor Irish tenants, Gladstone and his cabinet did in fact push them through, essentially accepting much of the Land League program.
