This elegant woman with her pug (a very popular breed at the time) has all the hallmarks of an upper-class "lady-of-the-house" but there is also an air of freedom about her: she is out and about in her garden, among the flowering rhododendrons, evidently enjoying the companionship of her little pet, who looks up at her knowingly. — JB
