"The staterooms, notably the ambassadors' [i.e.Grand] staircase and the grand Locarno Suite], are of particular magnificence, and enabled the Foreign Office to become 'a kind of national palace, or drawing-room for the nation,' as Scott's ally, A.J.B. Beresford Hope MP, later described it" (entry for Scott in The Oxford Dictionary of National Biography).
