According to Wikipedia, Major-General MacGregor “ was an Anglo-Indian explorer, geographer and officer of the British Indian Army. He was the Quartermaster General for the British Army in India, the head of the Intelligence Department for the British Indian Army and served under Frederick Roberts in the Second and Third Anglo-Afghan Wars. The MacGregor Medal is awarded in his honour.” His Defence of India: a Strategical Study (1884) “attempted to alert the British public to the geo-strategic importance of India, and the threat posed to British interests” by Russia.” His bust rests on representations of this and his other books.
Salvatore Albano (1841-93) was an Italian sculptor who had his studio in Florence from the late 1870s (see Dearinger 11). In the St Paul's Collections site, "F. Firenze" is given as another sculptor, but this is probably the place rather than an indication of a collaboration.
