The story is told of a young man's education and rise to become a Member of Parliament. On the way, there is much satirical fancy and remarkable goings on. Most notable is the young man's ability to alter his specific gravity, and thereby float around. Current characters are (almost) lampooned, most notably Charles Darwin (Profesor Brachipod), while Gladstone's liberal government comes in for heavy criticism for their views and policies on major topics of the day, such as Home Rule for Ireland, free trade to the detriment of agriculture, modern trends towards anti-classical education, and the rise of science with all its overblown optimism.
