A woman, perhaps symbolizing peace, agriculture, or wealth of the earth, and a Roman soldier, clearly establishing the British emnpire as the successor to that of ancient Rome, surround a shield bearing the initials, “IB” above which appears a sailing ship of the Elizabethan period.
