“[In reply to an inquiry whether the Government proposed to introduce a bill for the regulation and inspection of theatres, Mr. Matthews said, ‘I think I can undertake, on behalf of the Government, that we will offer practical suggestions to any theatrical manager who chooses to avail himself of them for securing the safety of the public’ (!!!).”
